In January 2003, the Governments of Vietnam and the Netherlands signed the Memorandum of Understanding (MOU) for the implementation of the Biogas Project. At an early stage, the project expanded with an additional two provinces and increased its target from 10,000 to 12,000 biogas plants. In July 2005, six months ahead of schedule, the project reached its numerical target. In anticipation of a second phase, the Netherlands Government increased its grant to fund the subsidy component of an additional 6,000 plants thus bringing the project target to 18,000 biogas plants by the end of January 2006. Encouraged by the results of the Biogas Program phase 1 the Netherlands Government signed a MOU in July 2006 for a phase 2, 2007-2010, with 58 provinces involved and a target of 140,000 biogas plants. This project timeline was revised in 2009 to a program ending date of 31 December 2012. For the bridging year 2006 a separate MOU was signed in April 2006.

| Services | On the national level, the Biogas Project Division (BPD) under the Ministry of Agriculture and Rural Development (MARD) coordinates the biogas program and is responsible for the implementation of the project activities including processing of subsidies, training, quality control, R&D/extension, marketing, administration and others. Provincial Biogas Project Divisions (PBPDs) act as the provincial counterparts to the central BPD and are responsible for coordination and implementation of the project activities including quality control, training, promotion and extension. PBPDs are staffed by the provincial Department for Agriculture and Rural Development (DARD), the Agricultural Extension Center (AEC), Center for Rural Water Supply and Sanitation, Provincial Animal Breeding Center, Department of Animal Health and Scientific Division with the Department of Agriculture and Rural Development. |

![]() | Nguyen Thi Minh Nguyet, Coordinator:Nguyen is a Coordinator of the Biogas Program since early 2009 as in-charge of coordinating and organizing to implement activities to be consistent with the objectives and outputs of the Program as well as compile with the regulations of Vietnamese government and the donors. She hold two Bachelor’s Degrees from The National Economics University (Economics and Auditing) and from Hanoi Open University (English), a Master’s Degree of Banking and Finance from (ESCP-EAP/ Paris Daulphine University / CFVG). Nguyen also has more than sixteen years working from long-term postings in International Auditing Firm (PriceWaterhouseCoopers), NGO development projects (ASPS-Small Livestock, EC fund, GTZ) which has taught her the value of experiencing in Project management through finance and administration, planning, monitoring and evaluation. |
![]() | Ms. Dagmar Zwebe, Technical Advisor:As the SNV Technical Advisor to the Biogas Program, Dagmar supports the program with further strategy development, program improvement, strategic decisions, (obtaining) sufficient financial resources and some technical matters related to BPII, BPII-extension and BPIII. She is also the current gateway to the Donor, the Netherlands Government, finalizing (financial) reporting and other feedback required by DGIS. |
